Bottom Of Web Page Call To Action Boxes

Today I found two web sites running an interesting type of pop up call to action box at the bottom of each of their web pages.

I don’t know what else to call them and for all I know, they have been in the market forever.

If so, what are these types of boxes called?

More importantly – Do they work?
